We have an exciting and challenging opportunity for an experienced audit supervisor, captive insurance professional, or financial examination supervisor. Administrative, supervisory and technical work involving assisting the Director of Financial Examinations in planning and coordinating all examinations of the financial condition of captive insurers. The role includes supervising the operations or functions of the examination and surveillance section. Responsible for the final detailed review of the following: all examination work paper files; all examination reports and surveillance reports to the Commissioner; and all surveillance work paper files. Responsible for the scheduling of all financial examinations with the Vermont Management Companies. Assists in planning section work, assigning resources to meet strategic plan goals. Coordinates the supervision and training of insurance examiners. Will represent the Department at various industry conferences and perform public speaking as requested.


Requires Bachelor’s degree and CPA or CFE. (Employees must obtain Certified Financial Examiner (CFE) designation within 36 months of employment.) Five years experience in professional accounting, auditing or financial examination, including two years of supervisory experience in an insurance regulatory environment or captive insurance environment. The Government Relations Practice Group is responsible for federal and state government relations for AXA Financial, Inc., AXA Equitable Life Insurance Company, MONY Life Insurance Company, MONY Life Insurance Company of America, U.S. Financial Life Insurance Company, AXA Corporate Solutions Life Reinsurance Company, AXA Advisors, LLC, AXA Network, LLC, and AXA Distributors, LLC.
It provides representation on issues affecting the life insurance industry in general, and the above-mentioned companies in particular, the National Association of Insurance Commissioners and state insurance departments throughout the United States. This position will provide you the opportunity to learn and develop your knowledge across all businesses within AXA Group while gaining senior level exposure.

RESPONSIBILITIES:

• Coordinating, managing or assisting with state insurance departments’ financial examinations and market conduct examinations or inquiries with the various business areas of the company;
• Oversight of implementation of any requirements imposed by insurance regulators pursuant to all the above examinations or inquiries;
• Filing of the annual New York Insurance Department’s “Market Conduct Profile” for the three (3) NYS licensed companies;
• Filing with the various state insurance departments “Disaster or Business Continuity “ annual filings for six (6) companies;
• All oversight and coordination of all non-annual health insurance filings with the various states’ insurance departments;
• Assisting in monitoring compliance with new requirements for specific state legislation and regulations;
• Assisting Company’s major initiatives and special projects.

REQUIREMENTS:

• Bachelors Degree required;
• Minimum 10 years of Regulatory related experience required;
• Minimum 5 years of insurance department or regulatory examination experience, examination planning or project management skills required;
• Ability to act independently and proactively, innovative, resourceful, results oriented, with appropriate judgment and ability to manage time and several projects under tight deadlines;
• Strong communication, negotiation and critical thinking/problem solving skills a must.

Financial Examination Specialist

The Regulatory Services Division of the National Association of Insurance Commissioners (NAIC) currently has an opening on the Financial Regulatory Services team for a Financial Examination Specialist. Duties for this position include, but are not limited to, the following:

Maintain Examination Tools and Publications
• Develops guidance, examination questionnaires, examination planning checklists, and examination procedures for all aspects of the NAIC Financial Condition Examiners Handbook.
• Ensures guidance included within the Handbook is current and beneficial to guide examiners in conducting financial condition examinations. This includes understanding all facets of the information within the Handbook and other sources to which the information relates or refers (e.g., Accounting Practices and Procedures Manual).
• Assumes primary responsibility on the annual publication of the NAIC Financial Condition Examiners Handbook, ensuring that both the hard copy manual and the PDF CD are released in accordance with stated deadlines and are professional in both appearance and content. This includes working directly with the NAIC Insurance Products and Services Division to establish realistic deadlines and capturing all aspects of the publication (e.g., colors, icons, etc) that have to be addressed.
• Ensures that the NAIC Website ‘Handbook Update’ page is current with revisions adopted to the Handbook throughout the year and that this page is restricted to state regulators or purchasers of the Handbook and that the published Handbook and CD contain the correct information needed to access this webpage. Revises and develops NAIC TeamMate TeamStores annually into the prescribed format using the electronic TeamMate software.
• Supervises the administration of the NAIC Citrix server for hosting of financial condition examinations.

Provide Solvency Assessment Guidance
• Reviews examination files where presented and performs an in depth review and analysis on those files including an assessment of appropriateness of the procedures and techniques utilized to perform and document an adequate risk assessment examination. This requires an understanding of the risk assessment process within the Financial Condition Examiners Handbook, an overall understanding of the business risks presented to various types of insurers, and the ability to interpret complex processes and programs of insurers documented or not documented in the examination work papers. Documents areas where the state could perform more effective examinations, as well as areas where the state should be commended for its effectiveness.
• Ensures that end users are accurately applying the risk assessment tools, including the Insurer Profile Summary, Examination Repositories, Risk Assessment Matrix and overall Risk Assessment Framework.
• Based upon knowledge gained during the review of examination files, assists with updating the risk assessment publications and tools. Helps ensure that staff is challenging the guidance in these manuals and tools to make them effective. Assists in the design and implementation phase of any new financial examination tools. Ensures that guidance for these new tools is maintained in existing handbooks.
• Documents exam file findings in the required format and present to the Chief Examiner and/or other state department staff in a manner that maximizes the intended impact but in a constructive manner. This includes formalized memorandums, webinar training, as well as on-site training. Assists in conducting this training based upon the results of the Examination File Review. Presents information to participants and others in a clear and interesting manner.

Provide Committee Staff Support
• Assists the Financial Examination Manager, Examination Risk Coordinator and Financial Examination Associate with staff support activities for the following working groups: IT Examination Working Group, Financial Examiners Handbook Technical Group, Financial Examiners Coordination Working Group, Exam Oversight Task Force and the NAIC/AICPA Working Group.

EDUCATION AND/OR EXPERIENCE REQUIRED:

Fifth year college or four year degree, CFE/CPA designation preferred, with insurance experience preferred. Minimum requirement of 2 years experience as a state insurance examiner or as a public accountant with specialization in the insurance industry, or a combination of 2 years of public and private industry experience with an emphasis in internal auditing, insurance auditing, statutory accounting, financial reporting, U.S. GAAP accounting or technical research.

SKILLS AND ABILITIES:

• Proficient with MS Word, Excel, Outlook and MS PowerPoint;
• Ability to handle multiple projects simultaneously and work in a fast-paced environment;
• Ability to work with mathematical concepts such as fractions, percentages, ratios, and proportions to practical situations;
• Must be highly organized;
• Must have strong verbal and written communication skills;
• Must be flexible and have strong proofreading skills;
• Ability to maintain confidentiality of documents;
• Excellent customer services skills;
• Ability to effectively educate and train on technical material; and
• Familiarity with insurance accounting and reporting requirements desired.
