The Office of the Insurance Commissioner (OIC) is looking for a dynamic and experienced leader to join our Company Supervision Division as Assistant Chief Financial Examiner. In this role, you will be an essential member of the management team, collaborating with departments across the organization to ensure the integrity and solvency of licensed insurers in Washington State. You’ll have the opportunity to supervise and develop a dedicated team of examiners, guiding them through the examination process while ensuring compliance with Washington State insurance laws, regulations, and NAIC Accreditation Standards. Duties:
The duties of the position include, but are not limited to:
- Participate as a member of the Company Supervision management team, and coordinate with other departments as necessary. Assume role of acting Chief Financial Examiner when requested.
- Report on the status and significant issues of current examination and as well as planned future examinations.
- Ensure compliance with Washington State insurance laws and regulations, and the NAIC Accreditation Standards relating to the Financial Examination Unit.
- Develop and update policies and procedures for the Financial Examination Unit.
- Supervise, train, and evaluate examination staff.
- Assign examiners to specific examinations and perform quality verification of their work, and ensure examination timeliness/efficiency; set standards for examination procedures and quality; review and evaluate documents and information for completeness, accuracy, and compliance with policies and standards, etc. Review examination findings, issues, and recommendations.
- Extract and compile data to prepare narrative, statistical, or other reports for review and analysis. Approve form and content of examination reports before forwarding reports to the Chief Financial Examiner for approval or adoption.
- Represent the OIC on Working Groups and Task Forces at the NAIC meetings as directed by Chief Financial Examiner and/or Chief Financial Analyst. Monitor NAIC committee meetings as well as its task forces, working groups, subgroups, and ad hoc groups that the OIC’s Company Supervision Division requires. This includes the NAIC initiatives to create statutory accounting rules for insurance companies, develop model laws for insurance departments in each of the states, and administer the national accreditation program.

The incumbent of this position must meet one of the required qualification options listed and any additional qualifications included in the required qualifications section.
Option 1: Nine (9) years of qualifying professional experience in accounting or auditing*, and a designation as a Certified Financial Examiner (CFE) certificate in the insurance discipline as granted by the Society of Financial Examiners; OR, A Certified Public Accountant (CPA) license granted by Washington state, or any state in the US which has reciprocity with Washington state; OR, an Automation Examination Specialist certificate, which includes an Associate Financial Examiner (AFE) certificate in the insurance discipline as granted by the Society of Financial Examiners and includes a Certified Information System Auditor certificate as granted by ISACA, or a Senior Professional Insurance Regulator designation (SPIR) as granted by the NAIC Professional Designation Board, or other equivalent designations and certifications.
Option 2: An associate degree, seven (7) years of qualifying professional experience in accounting or auditing*, and a designation as a Certified Financial Examiner (CFE) certificate in the insurance discipline as granted by the Society of Financial Examiners; OR, A Certified Public Accountant (CPA) license granted by Washington state, or any state in the US which has reciprocity with Washington state; OR, an Automation Examination Specialist certificate, which includes an Associate Financial Examiner (AFE) certificate in the insurance discipline as granted by the Society of Financial Examiners and includes a Certified Information System Auditor certificate as granted by ISACA, or a Senior Professional Insurance Regulator designation (SPIR) as granted by the NAIC Professional Designation Board, or other equivalent designations and certifications.
Option 3: A bachelor’s degree, five (5) years of qualifying professional experience in accounting or auditing*, and a designation as a Certified Financial Examiner (CFE) certificate in the insurance discipline as granted by the Society of Financial Examiners; OR, A Certified Public Accountant (CPA) license granted by Washington state, or any state in the US which has reciprocity with Washington state; OR, an Automation Examination Specialist certificate, which includes an Associate Financial Examiner (AFE) certificate in the insurance discipline as granted by the Society of Financial Examiners and includes a Certified Information System Auditor certificate as granted by ISACA, or a Senior Professional Insurance Regulator designation (SPIR) as granted by the NAIC Professional Designation Board, or other equivalent designations and certifications.
Option 4: A master’s degree, three (3) years of qualifying professional experience in accounting or auditing*, and a designation as a Certified Financial Examiner (CFE) certificate in the insurance discipline as granted by the Society of Financial Examiners; OR, A Certified Public Accountant (CPA) license granted by Washington state, or any state in the US which has reciprocity with Washington state; OR, an Automation Examination Specialist certificate, which includes an Associate Financial Examiner (AFE) certificate in the insurance discipline as granted by the Society of Financial Examiners and includes a Certified Information System Auditor certificate as granted by ISACA, or a Senior Professional Insurance Regulator designation (SPIR) as granted by the NAIC Professional Designation Board, or other equivalent designations and certifications.
*Qualifying professional experience is defined as experience (auditing, analyzing, or preparing financial statements; balance sheets, income statements, cash flow statements, and notes thereto) as an accountant, auditor, or examiner with a public accounting firm or as an accountant, internal auditor, or external auditor or examiner of insurance companies, banks, savings and loan associations, etc., State or Federal).
AND
- Five (5) years of management or supervisory experience in a lead or advanced position.
- Intermediate level Microsoft Office skills (Word, Excel, and Outlook).
Preferred/Desired Qualifications:
- Prior work experience in a regulatory environment.
- Familiarity with insurance company operations.
- Familiarity with NAIC programs and operations.
- Hands on relevant professional work experience with insurance company operations. Advanced or greater software skills in Word, Excel, Outlook.

Mission of the Department of Insurance:

Primary Purpose of the Position:
This is a key position working in the Financial Examination Division. This employee functions as the Examiner In-Charge as described in the Financial Condition Examiners Handbook (¿FCEH¿), interviews and trains employees, completes and reviews examination work, and manages a team of technical professionals on examinations of insurance companies that are domiciled in NC utilizing automated systems to identify risks, document risk assessments, and develop an overall examination approach to evaluate internal controls and perform substantive testing procedures.
The work involves the examination of statutory financial statements for the purpose of assessing the financial condition, legality, and propriety of operations. The work is guided by State laws and regulations, departmental policies and procedures, the NAIC, and the AICPA as prescribed by Statements on Auditing Standards. This employee must focus on the achievement of individual and team specific goals and objectives, as well as those established by the Department for the division. The employee must be a results-oriented individual who consistently complies with the guidelines described in the FCEH regarding completed work quality and quantity and meet deadlines. The position will have the opportunity to interact with people at all levels within the insurance companies as well as within this Department. The Examiner In-Charge is responsible for supervising the examination of the financial records relative to the business operations of insurance companies and other regulated entities which are licensed or otherwise authorized to do business in the State of North Carolina by the Commissioner of Insurance pursuant to N.C.G.S § 58. The employee may also participate in examinations of foreign insurance companies licensed in the State which are conducted under the Association Plan of the NAIC.
This position is under the administrative direction of the Deputy Commissioner and their completed work is subject to a detailed review by the Chief Financial Examiner. This position trains new senior and staff level employees, supervises and manages the daily operations of senior and staff level examiners, performs complex examination procedures and reviews the completed work of senior and staff level technical professionals who conduct on-site field examinations and off-site reviews of insurance companies and other similar or related entities under the North Carolina jurisdiction to determine financial condition, legality and propriety of operations, fair and equitable treatment of all policyholders and preparation of reports of findings. The work is guided by State laws and regulations, departmental policies and procedures, the NAIC and the AICPA as prescribed by Statements on Auditing Standards. Some in and out-of-state travel is required. This position may perform other duties as assigned by management.

The Office of Superintendent of Insurance (OSI) is responsible for the oversight and regulation of insurance. OSI regulates private health and life insurance, auto insurance, business insurance, home insurance, and title insurance. The agency reviews premium rates and other plan details to ensure insurance is reliable, the company is financially solvent, and rates are fair and reasonable.
The Financial Analysis and Examinations Bureau analyzes the financial solvency of assigned companies by providing administrative support for financial analysis of domestic and foreign insurance companies, health plans, health maintenance organizations, fraternal organizations, or other insurance entities engaged in the business of insurance licensed in the state.
HOW DOES IT GET DONE?
The Financial Analyst Supervisor position exists to oversee the technical work of OSI's financial analysts to ensure the agency produces high quality risk-focused financial analysis that is following national standards.
The Financial Analyst Supervisor oversees day-to-day operations of OSI's three financial analysts and one who conducts risk-focused financial analysis on assigned insurers. The Supervisor provides technical assistance to analysts, reviews work produced by the analysts, ensures that all work produced by the analysts meets national standards established by the National Association of Insurance Commissioners (NAIC), coordinates inter-agency communications, and communicates with external partners and regulated entities.
MINIMUM QUALIFICATIONS:
Bachelor’s degree in accounting, economics, finance, or related field and four (4) years of experience directly related to financial analysis of insurance companies and one of the following certifications: AFE/CFE, CPA, CPCU or APIR/PIR/SPIR.
IDEAL CANDIDATE:
The ideal candidate will have experience in financial analysis, accounting, auditing, insurance, and/or regulation. The candidate should have strong analytical capabilities, good management skills, the ability to work well with others, and the ability to meet deadlines in a timely manner.
