Make a Meaningful Impact in Insurance Oversight – Join Our Team as Assistant Chief Financial Examiner!
The Office of the Insurance Commissioner (OIC) is looking for a dynamic and experienced leader to join our Company Supervision Division as Assistant Chief Financial Examiner. In this role, you will be an essential member of the management team, collaborating with departments across the organization to ensure the integrity and solvency of licensed insurers in Washington State. You’ll have the opportunity to supervise and develop a dedicated team of examiners, guiding them through the examination process while ensuring compliance with Washington State insurance laws, regulations, and NAIC Accreditation Standards. As a key part of your responsibilities, you’ll also serve as the acting Chief Financial Examiner when needed and report on the status of ongoing and upcoming examinations.
Your leadership will be crucial in driving the efficiency and accuracy of the examination process. You will oversee the development and updates of policies and procedures, ensuring all examination activities meet high standards for quality, timeliness, and compliance. Additionally, you will be responsible for preparing detailed reports, reviewing findings, and presenting recommendations for corrective actions when necessary. Representing the OIC at NAIC meetings, working groups, and task forces, you’ll contribute to national initiatives that shape the future of insurance regulation. This is a Washington Management Service position. The annual salary range for this position is $114,000 - $126,528.

Duties:
The duties of the position include, but are not limited to:
- Participate as a member of the Company Supervision management team, and coordinate with other departments as necessary. Assume role of acting Chief Financial Examiner when requested.
- Report on the status and significant issues of current examination and as well as planned future examinations.
- Ensure compliance with Washington State insurance laws and regulations, and the NAIC Accreditation Standards relating to the Financial Examination Unit.
- Develop and update policies and procedures for the Financial Examination Unit.
- Supervise, train, and evaluate examination staff.
- Assign examiners to specific examinations and perform quality verification of their work, and ensure examination timeliness/efficiency; set standards for examination procedures and quality; review and evaluate documents and information for completeness, accuracy, and compliance with policies and standards, etc. Review examination findings, issues, and recommendations.
- Extract and compile data to prepare narrative, statistical, or other reports for review and analysis. Approve form and content of examination reports before forwarding reports to the Chief Financial Examiner for approval or adoption.
- Represent the OIC on Working Groups and Task Forces at the NAIC meetings as directed by Chief Financial Examiner and/or Chief Financial Analyst. Monitor NAIC committee meetings as well as its task forces, working groups, subgroups, and ad hoc groups that the OIC’s Company Supervision Division requires. This includes the NAIC initiatives to create statutory accounting rules for insurance companies, develop model laws for insurance departments in each of the states, and administer the national accreditation program.

Required Qualifications:
The incumbent of this position must meet one of the required qualification options listed and any additional qualifications included in the required qualifications section.
Option 1: Nine (9) years of qualifying professional experience in accounting or auditing*, and a designation as a Certified Financial Examiner (CFE) certificate in the insurance discipline as granted by the Society of Financial Examiners; OR, A Certified Public Accountant (CPA) license granted by Washington state, or any state in the US which has reciprocity with Washington state; OR, an Automation Examination Specialist certificate, which includes an Associate Financial Examiner (AFE) certificate in the insurance discipline as granted by the Society of Financial Examiners and includes a Certified Information System Auditor certificate as granted by ISACA, or a Senior Professional Insurance Regulator designation (SPIR) as granted by the NAIC Professional Designation Board, or other equivalent designations and certifications.
Option 2: An associate degree, seven (7) years of qualifying professional experience in accounting or auditing*, and a designation as a Certified Financial Examiner (CFE) certificate in the insurance discipline as granted by the Society of Financial Examiners; OR, A Certified Public Accountant (CPA) license granted by Washington state, or any state in the US which has reciprocity with Washington state; OR, an Automation Examination Specialist certificate, which includes an Associate Financial Examiner (AFE) certificate in the insurance discipline as granted by the Society of Financial Examiners and includes a Certified Information System Auditor certificate as granted by ISACA, or a Senior Professional Insurance Regulator designation (SPIR) as granted by the NAIC Professional Designation Board, or other equivalent designations and certifications.
Option 3: A bachelor’s degree, five (5) years of qualifying professional experience in accounting or auditing*, and a designation as a Certified Financial Examiner (CFE) certificate in the insurance discipline as granted by the Society of Financial Examiners; OR, A Certified Public Accountant (CPA) license granted by Washington state, or any state in the US which has reciprocity with Washington state; OR, an Automation Examination Specialist certificate, which includes an Associate Financial Examiner (AFE) certificate in the insurance discipline as granted by the Society of Financial Examiners and includes a Certified Information System Auditor certificate as granted by ISACA, or a Senior Professional Insurance Regulator designation (SPIR) as granted by the NAIC Professional Designation Board, or other equivalent designations and certifications.
Option 4: A master’s degree, three (3) years of qualifying professional experience in accounting or auditing*, and a designation as a Certified Financial Examiner (CFE) certificate in the insurance discipline as granted by the Society of Financial Examiners; OR, A Certified Public Accountant (CPA) license granted by Washington state, or any state in the US which has reciprocity with Washington state; OR, an Automation Examination Specialist certificate, which includes an Associate Financial Examiner (AFE) certificate in the insurance discipline as granted by the Society of Financial Examiners and includes a Certified Information System Auditor certificate as granted by ISACA, or a Senior Professional Insurance Regulator designation (SPIR) as granted by the NAIC Professional Designation Board, or other equivalent designations and certifications.
*Qualifying professional experience is defined as experience (auditing, analyzing, or preparing financial statements; balance sheets, income statements, cash flow statements, and notes thereto) as an accountant, auditor, or examiner with a public accounting firm or as an accountant, internal auditor, or external auditor or examiner of insurance companies, banks, savings and loan associations, etc., State or Federal).
AND
- Five (5) years of management or supervisory experience in a lead or advanced position.
- Intermediate level Microsoft Office skills (Word, Excel, and Outlook).
Preferred/Desired Qualifications:
- Prior work experience in a regulatory environment.
- Familiarity with insurance company operations.
- Familiarity with NAIC programs and operations.
- Hands on relevant professional work experience with insurance company operations. Advanced or greater software skills in Word, Excel, Outlook.

The Louisiana Department of Insurance (LDI) is seeking an experienced Contract Analyst to contribute to its mission of ensuring insurer financial stability and regulatory compliance. This position offers the opportunity to work in a collaborative setting, providing critical analysis and oversight of domestic insurers.
Responsibilities include, but are not limited to:
- Review and/or analyze annual and quarterly financial statements and all related supplemental regulatory filings of domestic insurers to assess insurers' risks and compliance with state insurance laws and regulations.
- Summarize and document results of analysis and assessment of risks based on information reviewed as well as communications with the insurer and other regulators.
- Provide adequate and effective feedback and guidance on analyses reviewed to analysis staff.
- Communicate and correspond with company executives, department staff, and other state, federal, or international regulators to investigate issues identified, evaluate company responses, and propose additional regulatory actions if warranted.
- Follow up on issues identified by other regulators, evaluate responses received, and ensure issues are properly addressed.
- Review and/or prepare and update the Insurer Profile Summary (IPS) and/or Group Profile Summary (GPS) to ensure that significant risks identified, and ongoing monitoring plans are effectively communicated to other regulators.
- Research complex issues including state law, state regulations, accounting standards, etc. to determine if insurer is compliant with state laws, rules, regulations and NAIC standards and guidelines.
- Review and analyze information provided on various company applications (e.g., licensing, change of control, extraordinary dividends, affiliated transactions, etc.) to prepare a recommendation regarding department acceptance/approval.
- Provide additional support and assistance to analysis staff as needed and determined by deputy commissioner, chief analyst, and/or deputy chief analyst.
Experience/Skills Required:
- Certified Financial Examiner (CFE) designation is required.
- Strong knowledge of statutory accounting principles and NAIC regulatory standards.
- Ability to clearly and concisely communicate technical findings to internal and external stakeholders, both in writing and verbally.
- Experience in reviewing financial filings, identifying risk indicators, and recommending regulatory actions.
